The goal of the third IEEE Workshop on Mobile Computing Systems and Applications is to foster interaction and exchange ideas between mobile computing researchers in a small informal workshop setting. For WMCSA 2000 we are proposing to focus the workshop discussion on four key issues:

• Paradigms and platforms for mobile computing
• Mobile computing in smart home and office environments
• Interactions between user interface and systems software on mobile devices
• Case studies of advanced mobile applications

As in previous workshops (WMCSA99), we want a very interactive two days of discussions. Attendance will be limited to seventy five folks with first priority given to authors. We encourage papers that contribute to the community's understanding of the issues in any of the above topics (submission by June 16, 2000). To further stimulate discussion, we welcome researchers who would like to demonstrate working prototypes of their systems. WMCSA 2000 will take place in Monterey, CA at the Monterey Marriott.
